Answer -> Legal requirements are as dictated by the UAE Company Law. In simple terms foreigners wishing to establish a business in Dubai will need to have a Local sponsor or service agent, lease an office and obtain a Trading License from the Economic Development Office. For Limited Liability Company (LLC) formations the the local sponsor must hold at least 51% of the shareholding but they can vest all management and financial interest in the company to the foreign national thereby giving he or she total control. For Professional Firms a local service agent must be appointed and a license obtained from the Economic Development Department. For certain types of act ivies special approval must be sought from the respective Government Ministry. For Example to establish a health clinic you must obtain approval from the Ministry of Health prior to obtaining a trading license.
